The WUKF - WORLD UNION OF KARATE-DO FEDERATIONS is considered the second largest international Karate Organizations present in all the five (5) continents of the world that caters "non-Olympic" type sport Karate (www.wukf-karate.org). The WUKF that fully recognizes EIGHT/8 major KARATE SYSTEMS (Shotokan, Shitoryu, Gojuryu, Wadoryu, Shorin Ryu, Uechi Ryu, Kyokushinkai and Budokan) is officially represented in the Philippines by the PUKKO - Philippine Union of Karate and Kobudo Organizations.

PUKKO is a National INTER-STYLES Karate and Kobudo Federation that comprises major Traditional and Modern Karate organizations operating in the Philippines with international affiliation/recognition from their respective styles (Ryu-ha).

The primary purpose of PUKKO is to promote and advance Karate discipline regardless of styles through sport competitions under an atmosphere of friendship and harmony, devoid of politics and discrimination.

PUKKO categorically claims that "National OLYMPIC recognition" (Philippines) IS NOT THE PARAMOUNT AGENDA of PUKKO. Henceforth, clearly, PUKKO and its sporting activities are not geared towards duplicating and/or usurping the mandate of the National Olympic Committee's National Sport Association for KARATE-DO. PUKKO recognizes the mandate of the NSA of Karate under the Philippine Olympic Committee. Hence, it is not in competition or in rivalry with it, rather, PUKKO desires to maintain an open policy of mutual co-operation and respect and ever ready to provide support to "National Olympic Karate" endeavors if needed, for the best interest of KARATE-DO. Premised on this democratic principle, the PUKKO does not restrict or prohibit its member-associations from participating in all non-PUKKO organized Karatedo events, if invited.

PUKKO has a distinct way of in its sporting activities. Our sporting events are governed by the WUKF RULES OF COMPETITION (Rules of Competition, www.wukf-karate.org) which is rather "Traditional" in its methods and approaches, yet employing the most modern technology. It is "traditional" in the sense that WUKF embraces and recognizes as many as Eight (8) Major Karate-do systems of both Okinawa and mainland Japan descent and the KATA Events are competed according to styles division.

The PUKKO was conceptualized in 2006 by Navarroza Shihan inspired by the over - 30 years old or so, "Okinawa Karate and Kobudo Federation" (jointly founded by O'Sensei Yuchoku HIGA of Kyudokan Karate Okinawa and the famous Okinawa Kobudo Master AKAMINE); In 2007, PUKKO was formally organized and put into operation under the Presidency of Shihan Marcelo Monte Navarroza. On January 2008, PUKKO sought membership with the WUKF (formerly WCK-WUKO) and subsequently accepted as an affiliated member on 15th January of same year. On the ensuing year 2009, PUKKO gained recognition as WUKF recognized Karate Federation in the Philippines with Shihan MARCELO MONTE NAVARROZA as WUKF Representative.

Navarroza Shihan is also the Official Representative and Chief Instructor to Philippines of the World Okinawan Shorin Ryu Karatedo KYUDOKAN Federation under the supervision of 9th Dan Hanshi OSCAR HIGA, the World Technical Director (Italy/ www.oikko.org). The strong SOLE representation of the Shorin Ryu Washimekai Karate-do System and Shihan Navarroza of the KYUDOKAN School in the entire Philippines is backed-up by Written Authority Certificates issued by the Kyudokan's World Technical Director 9th Dan Hanshi OSCAR MAZATO HIGA (Italy) dated June 2004 and by no less than the Kyudokan's World President 10th Dan Hanshi MINORU HIGA (Okinawa Honbu) dated August 23, 2009 (http://kyudokanphilippines.multiply.com).

Navarroza Shihan, who was recently upgraded to WUKF 8th Dan Grade, along with the majority of his PUKKO Staffs, was formerly an active figure in the mainstream of "Olympic-type Sport Karate" (1994-2001) having held major positions and responsibilities in the PKF Philippine Karatedo Federation, notably, as Regional Director PKF-Region V (Bicol) and later as PKF Vice President for Southern Luzon. He held the PKF National Rank of 6th Dan (under the PKF Charter of 1998) and 5th Dan in WKF (December 1997). He quit the mainstream of Olympic-type Sport Karate in mid-2001 due to political reasons and reverted back to his advocacy of Traditional Okinawa Karate systems.

With humble admission, PUKKO is still in its infancy and still needs so much operational and technical nourishment in so far as the "sporting aspect" is concerned if only to be globally competitive. Yet, at the national level, through the collective dedication, devotion, efforts and sacrifices of its members, it has already successfully managed the staging of Three (3) National Karate Championships CHILDREN-CADETS-JUNIORS in 2008, 2009 and 2010, respectively, and the 1st National SENIORS-VETERANS Championships & Women's Cup in 2009. It is noteworthy that the PUKKO managed to stage these National Championships on a self-liquidating scheme without any financial support sought from any government and private entities/sponsors. Its national events and operation totally devoid of monetary considerations (source of "corruption"), personal glorification and credit-grabbing ("Egotism"/lack of humility) and discrimination (disrespect among fellows and arts).
This is KARATE-DO - the PUKKO way!

On October 6 - 10, 2010, the PUKKO initiated its first daring-bold project with the aim of enhancing and upgrading the technical knowledge and skills of its Officiating Referees at international level and standards. It also aimed to put into test the administrative and operational capability and managerial skills of its top officials by organizing an Invitational Open WUKF-ASIA Continent Karate-do Championships and a National OPEN Karate-do Championships. The Preparations that started Mid-June 2010 was seen in optimistic way despite the seemingly looming chances of getting big sponsors. No less than the WUKF President, upon invitation from the PUKKO President, confirmed his coming to the Philippines together with the WUKF 1st Vice-President and General Secretary from Romania. Formal invitations to WUKF Members in the Asia Continent were sent that got initial positive responses. However, luck seemingly went against PUKKO's favor as a consequence of the unfortunate tragic incident involving the infamous "Luneta Hostage-Taking". The untoward incident that drew negative reactions from the international community greatly affected the Organizing Committee's coordination with the potential sponsors from both the government and private sectors. The participation of other country-members was obviously affected as many invited members declined to come to the Philippines.

It was only the strong encouragement and motivation of the WUKF President and guided by martial arts spirit that kept the PUKKO to forgo with the project.

Shihan Fu-Shing CHEN, President of the TKF-TAIWAN Karate-do Federation and Dr. Pathmanathan PALANIAPPEN, President of the International Okinawa Shorin Ryu Karate-do Seibukan Association of MALAYSIA stood firm on their commitment to come and support the event. True to their words, as honorable Martial Artists, the groups did arrive and actively participated in the event, not only with their competing athletes but also in Officiating the Championships (2 Referees from Taiwan and 3 Referees from Malaysia supported the local officiating panel).

Nonetheless, the project was successfully undertaken, with a handful of carefully selected PUKKO Staffs (who shelled out their personal resources) that closely worked with the President. Enthusiastic participants from the different regions of PUKKO and PKL numbering to over 350 actively participated in the 2-days National OPEN and with the Championships Goodwill Matches with the 14-man strong athletes of Taiwan Federation. on October 9-10, 2010) at the San Andres Sports Complex Gymnasium, Malate, Manila.

A successful 2-days WUKF Referee Seminar that preceded the Championships on 6-7 October 2010 was conducted at the International-standard airconditioned Function Hall of the City of Santa Rosa (Laguna) City Hall Building provided by no less than the supportive City Mayor Arlene Arcillas Nazareno. The over 60 participants from different Kai-has/Dojos of PUKKO & PKL together with the Taiwan Karatedo Federation delegates experienced a world-class type of Training Seminar which was conducted by Prof. Dr. Liviu CRISAN, the WUKF Secretary-General.

Adding to the prestige of the event was the warm welcome accorded to the WUKF Top Officials and PUKKO Executives by no less that the Vice-President of the Republic of the Philippines, Honorable JEJOMAR BINAY during the Courtesy Call at his Office on October 8, 2010. Earlier in the afternoon of October 7, 2010, the Honorable ARLENE ARCILLAS-NAZARENO, Mayor of City of Santa Rosa, Laguna together with her City Vice-Mayor, welcomed the same WUKF Officials at her Office for the Courtesy Call.

Such events were wonderful experience in terms technical enhancement, friendship and brighter prospects for Philippine Karate among all the foreign and local Karate officials and participants from Brazil, Romania, Taiwan, Malaysia and the host - Philippines.

We thank the W.U.K.F. Organization under the professional and dedicated management of its President, Mr. OSVALDO MESSIAS de OLIVIERA (Brazil) and the entire Executive Committee of WUKF for the continued recognition and trust to the PUKKO despite some shortcomings.

We also extend our sincerest thanks and gratitude to the Authorities/Head Masters of the International Karate Organizations where our PUKKO Members are affiliated with, for allowing their affiliated members/Philippine Representatives to be active partakers of this humble Karate Union which sole objective is to bring to the heights the tenets and values of KARATE-DO which the ancient masters of the times have nurtured to their disciples and passed on this martial arts culture and tradition to the present-day generation.

PUKKO does not claim to be the BEST in terms of technical prowess in sport competitions but we are proud to proclaim that WE ARE THE BEST in terms of FRIENDSHIP and HARMONY among the fellows and the arts. This is KARATE-DO, our humble contribution to humanity and world peace..
